Harout S. Manougian is a Master in Public Administration candidate at Harvard University's John F. Kennedy School of Government where his focus is on electoral system design and election administration. He was inspired to explore the field upon his municipal-level election as a Trustee to the Toronto District School Board in 2012, where he was the successful candidate after securing only 18.9% of the votes in an election with an 11% turnout. Harout has served on the Board of the Ranked Ballot Initiative of Toronto and submitted a brief to the Canadian House of Commons Special Committee on Electoral Reform. His previous studies were in electrical engineering, in which he holds a Masters degree from the University of Waterloo in Canada.
Prime Minister Nikol Pashinyan promised to call snap elections as soon as the country’s Electoral Code could be amended to allow for a fair race.
