Monitoring and Evaluation Consultant

Background information: EVN Report is an independent, non-profit online weekly magazine. We offer a mix of reporting, analysis and commentary on politics, economy, culture, tech and innovation, the arts, as well as compelling narratives, podcasts and multimedia storytelling.

 

EVN Report is looking for a Monitoring and Evaluation Consultant for a project “Strengthening and Promoting Civic Journalism in Armenia.” This one-year project (starting on April 01, 2019) will include publishing alternative policy recommendations (White Papers) developed and written by experts in four specific spheres - health, justice, environment and social affairs - through consultations with relevant government bodies. The aim is to open it up to a discussion forum bringing together other experts, opinion makers, thought leaders, EVN Report’s editors and journalists and most importantly, readers to create a space and a platform for readers to be co-creators of engaged, credible journalism and allow them to have a voice in driving policy development. This collaboration envisions bringing about a more informed public that will have a say in matters that concern all layers of society through a new section on EVN Report called Readers’ Forum.

 

Objectives of Assignment:

The consultant is expected to develop a monitoring and evaluation plan to track progress of project implementation and set an indicator tracking plan to document and demonstrate the progress of the project with qualitative and quantitative data.

Deliverables:

-        Project M&E plan;

-        Performance Indicator Tracking Plan;

-        Data collection tools for each indicator;

The Monitoring and Evaluation plan for the project will be based on results framework (developed and submitted to donor together with the proposal and activity plan) and will demonstrate a logical roadmap of evaluating the project’s actual results vs. targets set when designing the project. For the moment EVN Report does not have M&E procedures in place, and regards this project as a big institutional development step forward in terms of setting up mechanisms of data collection and evaluating them.

The Program Manager (reporting to M&E Consultant and involved in the project part time) will collect, analyze and report on data, results, deliverables and outputs achieved once implementation starts. While it will be possible to collect a significant number of indicators, presented in the results framework, from Google and social media Analytics tools, EVN Report will devote sufficient attention to the collection of “offline” data, such as direct feedback coming from forum participants or meetings with government officials to communicate results of policy research or alternative solutions, that EVN Report researchers propose.


Experience and Qualification:

A minimum of 3 years relevant experience undertaking evaluations is required including proven practical professional experience in designing and conducting major evaluations;

Substantive experience in evaluating similar development projects related to media projects or projects with extensive online visibility;

Excellent and proven knowledge of evaluation methodologies and approaches;

Excellent knowledge of English.


Location: Yerevan/home-based


Duration of Assignment: The project will start on April 01, 2019 and last one year. The Consultant is expected to contribute to the smooth launch of the project and set-up of monitoring and evaluation systems for the project, participating in events (committee meetings, forums, etc.), checking narrative and evaluation reports, submitted by the Project Manager, following up with indicator tracking matrix, communicating closely with Project Manager to make sure monitoring and reporting mechanism are viable, realistic and are in compliance with donor requirements.

 

The Consultant is expected to submit

First drafts of Project M&E plan; Performance Indicator Tracking Plan; Data collection tools for each indicator by April 20, 2019.

Comments and recommendations to improve quarterly narrative and evaluation reports within 5 days after receipt of reports.

Final evaluation report of project by May 15, 2020.
